FMCSA Clearinghouse Is Here

 The FMCSA Clearinghouse, mandated by the Moving Ahead for Progress in the 21st Century (MAP-21) highway bill of 2012, is now live. Heartland Intervention is registered and ready for this important change. Registration for FMCSA Clearinghouse is required for employers, consortium/third-party administrators, Medical Review Officers and Substance Abuse Professionals (SAPs)

Clearinghouse Impact

The Clearinghouse is expected to impact a variety aspects of those who work in or serve the transportation industry. This includes:

  • The pre-employment process
  • The annual review
  • Managing your drug and alcohol testing program with the Countrywide Testing options
  • Record keeping requirements
  • Employee training
  • Background check dispute management
  • Disclosure & authorization process
  • Return to Duty Process

Impact of DOT Return to Duty

SAPs use the Clearinghouse to report specific information about a CDL driver’s return-to-duty (RTD) activities. This information includes the date of completion of the initial SAP assessment, and the date the SAP determines that the driver is eligible for RTD testing, per § 382.705(d).

The actual Return to Duty Process remains the same for employees that have a violation due to a failed urine drug screen or breath alcohol test. The DOT raised the testing rate for 2020. This will likely result in many more SAP cases in Central Indiana and across the nation.
